There is a feature BUILT INTO Windows XP that allows you to have multiple toolbars, similar to Gnome (linux).This was an accidental discovery by, actually, my brother. It's surprisingly simple. Make a new folder, put a bunch of shortcuts in it, then go up one level and drag the folder to any edge on your screen.
